SLO APCD Fails Promised Transparency
In February 2010, the APCD released its SOUTH COUNTY PHASE 2 PARTICULATE STUDY. All along the APCD told the public that all of the raw data would be released and made available. Instead, the SLO APCD released only one file. The data in this file was incomplete. Worse, the file was released in encrypted PDF format which denied data extraction.
Following a Public Records Act request, the SLO APCD next posted an unlocked copy of the PDF file along with numerous additional files to their web site. Still, all the files were provided in the practically unusable PDF format. To this day, only the PDF files are available on the SLO APCD air study web page.

After numerous formal correspondence including legal citations, SLO APCD provided raw and unlocked Microsoft Excel data files to me only. Those files are posted here. The SLO APCD web site still contains only the unusable PDF files to this day.
